When the resource is changed, the new version of the resource gets a new LIFN, and the new LIFN replaces the old one in the catalog record. The new LIFN has its own set of resource locations. Presumably there are fewer of these at first, because they're still propagating through the system. Meanwhile, the old LIFN can still be accessed.

(Actually, the catalog record can list multiple versions of a resource. So it's also possible that the new LIFNis added to the catalog record and the old one stays around.)
