Widely distributed, individually maintained Web resources frequently move or cannot be accessed for various reasons. Software resources are mirrored in an ad hoc manner with little or no version control.

Not all valuable software and information is currently available because of intellectual property rights and other legal concerns, or because the authors have not been motivated to make it available.
