Symmetric matrix from the Air Traffic
Control model. This matrix is the Hessian of the objective function. Several
rows will be zero corresponding to variables not in the basis at the time
the matrix was generated. Zenios solved a projection of the Hessian using
conjugate gradient algorithms.
