Defining a Cost Matrix

A cost matrix does two things. It defines the list of host computers that make up the abstract parallel machine that will run the HeNCE program, and it provides HeNCE with an estimate of the cost of running each of the program's subroutines on each of the hosts. This helps the HeNCE system make intelligent choices about which host to use to run which subroutine.
